BlueCard® is a national program that allows Blue Cross and Blue Shield members to access health care services while traveling or living outside their home plan’s service area. It connects providers with Blue Plans across the U.S. and many international locations through a single electronic network for claims processing and reimbursement.
Not all members with PPO, HMO, POS, and Medicare Advantage plans are BlueCard members. Please confirm your patient is part of the program and what their coverage is with one of these options:
- check their member ID card for an image of a suitcase
- submit an eligibility transaction (270/271) with Blue e
- call the BlueCard Eligibility line: 800-676-2583
Not part of BlueCard? Submit claims directly to the address on the patient's member ID card.
If your patient has more than one insurance plan, complete this form before submitting the claim to avoid delays.
Even if your patient lives out of state or out of the country, as long as they are part of BlueCard, you can submit claims directly to us.
Starting December 18, 2025, providers can appeal InterPlan Program (IPP) and BlueCard claims using an appeal form supported by all Blue Cross and Blue Shield plans. For billing, coding, or medical necessity disputes for other lines of business, follow the steps on the Claims, Appeals, and Inquiries page.
Do not submit both the BlueCard and commercial appeal forms for the same case as this will delay processing.
