Effective January 1, 2026, Blue Cross and Blue Shield of North Carolina (Blue Cross NC) will become the plan administrator for Healthy Blue + Medicare℠ (HMO-POS D-SNP), serving eligible members across all 100 counties in North Carolina.
This transition marks the full insourcing of the existing Coordination Only Healthy Blue + Medicare (HMO-POS D-SNP), which Blue Cross NC currently offers in partnership with Elevance. Dual Special Needs Plans (D-SNPs) are specialized Medicare Advantage (MA) plans designed for individuals who are eligible for both Medicare and Medicaid. The move will not cause any disruption to member care.
What’s changing for dental providers in 2026?
Currently in 2025, Elevance uses DentaQuest to administer dental benefits. For claims with dates of service prior to January 1, 2026, continue filing through DentaQuest. Beginning January 1, 2026, with the transition to Blue Cross NC plan administration, dental providers will submit D-SNP claims through Liberty Dental.
- In-network providers will submit claims directly to Liberty.
- Out-of-network providers may submit claims, but if they don’t, members can complete a reimbursement form and send it to Liberty.
- This process mirrors what’s already in place for our Core MA plans.
This change does not affect any remaining member expense that may be Medicaid eligible. Continue submitting eligible services to Medicaid Direct.
Provider Participation
- Providers currently participating in MA are already included in the D-SNP network.
- After January 1, 2026, new providers interested in joining the MA network will follow the existing credentialing, contracting, and enrollment process through Liberty Dental and be included in both MA and D-SNP.
Member ID
Members will receive a new member ID card with a new prefix. We have included an image of a sample card below:
