Update September 26, 2025: Blue Cross and Blue Shield of North Carolina (Blue Cross NC) is happy to share that we’ve added new training resources, including screen captures, to assist with the Itemized Bill Review, Inpatient Readmission and Emergency Department Reconsideration Submission processes. These materials are now available within Blue e to help guide you step-by-step.
As a reminder, Blue Cross NC accepts reconsideration requests for all Lines of Business that we review Itemized Bill Review, Inpatient Readmission, and Facility Emergency Department claims for including:
- Fully Insured Large and Small Groups
- Administrative Services Only (ASO)
- Individual
- IPP Host
- Medicare Advantage
Blue Cross NC does not currently conduct reviews for Federal Employee Program (FEP) claims related to Itemized Bill Review, Inpatient Readmission, or Facility Emergency Department services. As a result, these claim types are excluded from the reconsideration request process.
Blue Cross and Blue Shield of North Carolina (Blue Cross NC) is pleased to announce an important enhancement to the provider Itemized Bill Review, Inpatient Readmission, and Facility Emergency Department Reconsideration Process.
Effective October 1, 2025, all reconsideration requests must be submitted exclusively through Blue e. This transition eliminates the need to download forms from our external website and submit them via mail or fax. Reconsideration requests received prior to October 1, 2025, will be processed under current procedures and are not subject to change.
In addition, effective October 1, 2025, providers will no longer receive Itemized Bill Review (IBR) provider notification letters by mail. Instead, all IBR provider notifications will only be available through Blue e.
As outlined in our May 2 Provider News, the timeframe to submit your requests remains unchanged. Providers will continue to have 90 calendar days to submit reconsideration requests.
This change is a direct response to provider feedback and is designed to:
- Simplify the process
- Eliminate paperwork and manual submissions
- Enable faster, more efficient communication
