In response to COVID-19, CMS recently announced a temporary rule change allowing providers to establish alternate places of service for inpatient care. As such, Blue Cross and Blue Shield of North Carolina (Blue Cross NC) is advising in-network providers to bill using their existing Proprietary Provider Number (PPN) to ensure payment.  

Detailed claim submission guidance:

  • Participating providers that establish an alternate place of service for inpatient admissions, such as for free-standing tent hospitals, convention centers, and hotels, should bill by using their existing Proprietary Provider Number (PPN) to ensure payment.
  • Out-of-network providers need to contact credentialing@bcbsnc.com to start the process.
  • Providers should contact Blue Cross NC prior to submitting claims in situations where an Alternate Inpatient Facility is established outside the umbrella of an existing facility.
    • Complete Facility Credentialing and Enrollment applications must be submitted to Credentialing@BCBSNC.com with Covid-19 Providers in subject line. Applications must include the following:
      • A current Temporary Hospital license from Division of Health Service Regulation (DHSR)
      • Complete credentialing and enrollment applications
  • Please Note: Once an Ambulatory Surgery Center (ACS) is converted, it cannot operate as both an ACS and an alternate place of service for inpatient care. We will continue to evaluate the situation and will notify facilities directly when they need to revert back to ASC. If a facility wants to remain an inpatient facility after the pandemic is over, it would need to go through the normal accreditation through a national accreditation body and full credentialing process.
