Blue Medicare Advantage members on eligible plans will receive an Over-the-Counter (OTC) Allowance Card as one of our enhanced benefits for 2021. This card will be loaded on January 1, April 1, July 1 and October 1 with $25 to use on eligible wellness purchases, so be sure to keep this card all year.
When will the OTC Allowance Card arrive?
The OTC Allowance Card will be sent to eligible Blue Medicare Advantage members by January 15, 2021.
How to begin using your OTC Allowance Card
Once you activate your card, initial funds will be available through March 31, 2021. After that, hang on to it – the card will be automatically reloaded with $25 on April 1, July 1 and October 1. Be sure to use your $25 each period to get your maximum benefit. Funds are not carried over from one period to the next.
Please note: The OTC Allowance Card is being sent by Nations OTC – an independent company providing discount programs on behalf of Blue Cross NC. It may look a little different from the Blue Cross NC mailings you’re used to. How and where can I use the OTC Allowance Card?
You can use the card at a variety of retailers including Walmart, Walgreens, CVS, Rite-Aid, Dollar General and Family Dollar. You can also use it online at NationsOTC.com.
The cards cannot be used to pay for insurance premiums, prescription drugs, tobacco, alcohol or firearms. It cannot be use online, except at the NationsOTC.com store.
The OTC Allowance Card can be used for:
- Over-the-counter medications
- First aid supplies
- Oral care
- Vitamins and more
Who is eligible to receive an OTC Allowance Card?
Blue Medicare Advantage members, except HMO Medical Only and HMO Essential members, will receive an OTC Allowance Card.
How much money will be on the OTC Allowance Cards?
Every eligible Blue Medicare Advantage member will receive $25 per quarter on the card (January 1, April 1, July 1 and October 1). Be sure to use your $25 before the end of each period to get your maximum benefit. Funds are not carried over from one period to the next.
Do the OTC Allowance Cards have an expiration date?
No, but be sure to use your $25 before the end of each quarter (March 31, June 30, September 30 and December 31) to get your maximum benefit. Funds are not carried over from one period to the next.
How do I check my balance?
Visit OTCNetwork.com to view your balance and transactions.
Why isn’t my card working?
First, check your balance at OTCNetwork.com. If you have remaining funds available, next verify the item is eligible at OTCNetwork.com, or try to scan the same item from a different brand. You also want to be sure to use the card as “credit.”
What is my PIN?
The OTC Allowance Card should be used as “credit” and does not use a PIN.
I expected to receive a card, but it hasn’t arrived yet. What should I do?
If you haven’t received your OTC Allowance Card by January 15, 2021, give us a call at the number on the back of your Blue Cross NC Member ID card to confirm your eligibility and mailing address.
I accidentally threw away / lost my card. What should I do?
If you’ve misplaced your OTC Allowance Card, contact customer service at the phone number on the back of your Blue Cross NC Member ID card.
I have a question about my card. Who do I call?
For questions about the card or card transactions, call the number on the welcome letter attached to your card, or the number on the card itself. You may also visit OTCNetwork.com to view your balances and transactions.

Why did I receive two cards that look similar?
If you or a member of your household are enrolled in a Blue Cross and Blue Shield of North Carolina plan, you may have received a similar-looking card.
Your OTC Allowance Card will have a black-and-white Blue Cross and Blue Shield of North Carolina logo on the front and be printed with “Use for Approved OTC Products,” It will have the following statement on the back: Blue Cross and Blue Shield of North Carolina is an HMO/PPO plan with a Medicare contract. Enrollment in Blue Cross and Blue Shield of North Carolina depends on contract renewal.
