Danielle C. Gray is Senior Vice President, Chief Legal and Administrative Officer for Blue Cross and Blue Shield of North Carolina (Blue Cross NC). With extensive public and private sector experience in legal, policy and regulatory matters, Danielle oversees operations related to legal, audit, government affairs, health policy, compliance, external communications and marketing. She also serves as Corporate Secretary to Blue Cross NC’s Board of Trustees.
Danielle came to Blue Cross NC after serving as a partner in the New York law firm of O’Melveny & Myers LLP, where she helped health care companies, financial services institutions, universities and clients in a range of industries navigate complex litigation, internal investigations and government enforcement actions. She also helped found the firm’s Data Security and Privacy practice.
Prior to joining O’Melveny & Myers, Danielle worked in several public service roles in the White House and the Department of Justice during the Obama administration. As Assistant to the President and Cabinet Secretary, she was responsible for policy and communications coordination among all Cabinet-level agencies. As Deputy Director of the National Economic Council, she advised the President and senior staff on key economic policy decisions. As Associate Counsel to the President, Danielle provided legal advice on domestic and economic policy initiatives. In this position, she served as one of the principal lawyers to advise on the drafting and implementation of the Affordable Care Act, and she played a lead role in judicial selection and confirmation proceedings. As Senior Counsel to the Assistant Attorney General for the Civil Division, she helped supervise litigation of high-impact civil cases at the Justice Department.
Danielle earned her bachelor’s degree in economics and public policy from Duke University and her law degree from Harvard Law School, where she was an editor of the Harvard Law Review. After earning her degree, Danielle served as a law clerk to Judge Merrick Garland on the U.S. Court of Appeals for the DC Circuit and Justice Stephen Breyer on the U.S. Supreme Court.
In addition to her work for Blue Cross NC, Danielle remains active in the community in a variety of roles. She serves as Vice Chair of the board for the North Carolina Partnership for Children (“NC Smart Start”) and sits as a member on several organizational boards, including Lawyers’ Committee for Civil Rights, Brennan Center for Justice and Trinity College of Arts & Sciences Board of Visitors at Duke University. Danielle is also a member of the American Law Institute and the Aspen Institute Economic Strategy Group. Danielle has also served as a lecturer at Harvard Law School and Duke University School of Law.
